Previous complaints filed with the Office of the Ombudsman remained unanswered. In a phone call on January 6, 2010, Ms Rose Curry, Office of the Ombudsman explained that the reason was that the Office had no authority to investigate complaints against the Sheriff's Department. In contrast, in public areas of the Sheriff's facilities, prominent notices were posted, stating the address for complaints was the Office of the Ombudsman.
